SLJI3JECT : REVIEW OF HAWAIJ COUNTY'S ANIMAL CONTROL LAW
On Apri14, 2002, our department sent to you a finalized copy for the Request for Proposal (RFP)
for Provision of Animal Control Services.
Pursuant to the "Special Study" conducted by the Office of the Legislative Auditor orl The Status
of Animal Control irl the County of Hawaii dated October 2000, we request that the County
Council consider formulating a ne~~• animal control ordinance. On page ~4 of this report,
OdERr~I.I. REC(~l~i~~~1F1'i'f01~3 01~ LIE~IESLAT'~OI~, in part, suggest that Chapter ~ of
the Hawaii County Code (FICC j, n~~~_st be rewritten in its entirety to conform to state statutes,
update antiquated languag`, incorporate national standards, and clarify enforcement roles and
issues.
We understand that the Office of the Legislative Auditor has already begun loo'~ing into the
revision of Chapter ~ of the I~awaii County Code. We believe that this component of the study
will be integral to the success of the new animal control contract and should be in place by July
1, 2002.
