Your Committee on Finance, to which was referred Bill No. 191, reports as follows:
Bill No. 191, transmitted by Director of Finance William Takaba, via Communication No. 548,
dated March 6, 2002, amends Ordinance No. 01-55, as amended, the Operating Budget, ending
June 30, 2002. The amendment is as follows:

These funds =will be used to develop along-range regional transportation circulation plan for the
particularly fast-growing and congested region encompassing Keahole to Honaunau.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for the
program(s) identified in Section 1.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 191 and
recommends it pass first reading.
