Your Committee on Finance, to which was referred Communication No. 531, reports as follows:
Communication No. 531, transmitted by Mayor Harry Kim, dated February 25, 2002, nominates
Mr. Peter L. Iendricks of Council District 9 to the Hawaii County Police Commission.
A 37-year resident of Hawaii, Mr. Peter L. Hendricks is a retired Information Specialist with the
Department of Land and Natural Resources (DLNR), Division of Aquatic Resources. 1~e
currently chairs the YMCA Aquatics Committee, is a reading tutor for the Waimea Elementary
School, a board member for the Kawaihae Canoe Club and a volunteer with the DLNR, Division
of Aquatic Resources. He is the education coordinator for Ulu La`au (Waimea Nature Park), the
current chair of the Waimea Community Association (WCA), Planning and Design Review
Committee and also served as the past president of WCA. Of no political party affiliation, he will
serve a term to end December 31, 2006.
Pursuant to Article VII, Chapter 2, Section 7-2.2, Hawaii County Charter, the Police
Commission shall consist of nine members...appointed by the mayor and confirmed by the
council in the manner prescribed in Section 13-4.
Originally heard on March 7, 2002, this measure was deferred pending additional research and
information.
Committee Members expressed concern over the fact that Mr. Hendricks resides in District 9;
however, after the reapportionment he will be in District 1. County Clerk Al Konishi informed
the Committee that, pursuant to Article [II, Section 3-17(g), Hawaii County Charter, district
boundaries in effect prior to the filing of the reapportionment plan shall remain in effect during
the duration of the term of all councilmembers elected or appointed to represent such districts
until the expiration of the full term of such councilmembers.

For informational purposes, Mr. Tyler and Ms. Pisicchio voted kanalua twice.
Your Committee on Finance recommends confirmation of Mr. Peter L. Hendricks to the Hawai`i
County Police Commission to serve a term ending December 31, 2006.
