Your Committee on Finance, to which was referred Communication No. 535, reports as follows:
Communication No. 535, transmitted by Director of Finance William Takaba, dated
February 22, 2002, authorizes the acceptance of a donation from the Rotary Club of Volcano.
The Rotary Club of Volcano has graciously donated 500 art prints (250 entitled "Kona Mangoes"
and 250 "Secret Fire") to the Office of the Mayor and the Department of Research and
Development to be used to stimulate the economy and to promote Hawaii as a tourist
destination. The value of these donations is estimated at $7,500.
The Rotary Club of Volcano has requested that these art prints shall be given away to others and
never sold.
Pursuant to Article XIII, Section 13-12, Hawaii County Charter, the Council, on behalf of the
County, may accept gifts or donations of personal property.
Also, Pursuant to Chapter 2, Article 30, Section 2-162 (c), of the Hawaii County Code, any
donation or gift which does not fall within the capitalization procedures of the department of
finance shall be submitted to the council by letter for its approval.
Originally heard on March 7, 2002, this measure was deferred pending additional research and
information regarding the capitalization procedure. Members of Your Committee felt that
transmittal of the donation by letter was an improper procedure as the value of the donation was
$7,500 and, therefore, exceeded the capitalization rule.
Communication No. 535.01, transmitted by Committee on Finance Chair Aaron Chung, states
that it is clear that the five hundred (500) donated art prints each having an estimated value of
$15.00 does not fall under the capitalization rules referenced in Chapter 2, Article 30,
Section 2-162 of the Hawaii County Code. Therefore, its acceptance by letter is in compliance
with the Hawaii County Code.

A letter of appreciation will be sent to Ms. Gwendolyn O'Connor, on behalf of the Rotary Club
of Volcano, P.O. 13ox 1017, Mountain View, Hawaii 96771, acknowledging these generous
donations.
Your Committee on Finance recommends the acceptance of the five hundred (500) art prints
donation from the Rotary Club of Volcano.
