Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 540 and attached Bill No. 186, reports as follows:
The purpose of Bill No. 186 is to amend Chapter 24 of the Hawaii County Code 1983 (1995 Edition),
relating to Vehicles and Traffic by converting the intersection at Nanawale Boulevard and Kehar~ Road,
Puna, Hawaii, into a 4-Way stop.
Communication No. 540, dated February 21, 2002, is from Deputy Director Ronald Ueoka, Department
of Public Works, transmitting Bill No. 186 for Council's review and consideration. In his letter,
Mr. Ueoka reports that in order to complete the project as directed, the proposed amendments to the
Hawaii Traffic Code are necessary.
During Committee discussion, Councilmember Safarik explained that Nanawale's Community
Association anck the Neighborhood Watch Group requested that the current 2-Way stop be converted into
a 4-Way stop because a number of serious traffic accidents have occurred at the intersection. The
proposed amendments are an attempt to make the area safer for both pedestrians and vehicle traffic.
Your Committee is in accordance with the purpose and intent of Bill No. 186 and recommends that it pass
first reading.
