Comm. 586: AN ORDINANCE AMENDING ORDINANCE NO. 01-56, AS AMENDED, (Bill 207) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2001 TO JUNE 30, 2002 (by appropriating an additional $6,000,000 for the Puainako Street Extension project) From Finance Director William Takaba, dated April 1, 2002, transmitting the above bill. This amount covers only the Federal Government's portion or 80% of the $7,500,000 in change orders to the existing construction contract due to differing site conditions and pavement/shoulder upgrade. UNFINISI-IED BUSINESS Comm. 533: AN ORDINANCE TO ESTABLISH AN OPERATING BUDGET FOR THE (Bill l 81) COUNTY OF HAWAII FOR THE FISCAL YEAR JULY 1, 2002 TO JUNE 30 2003 From Mayor Harry Kim, dated March 1, 2002, transmitting for consideration the proposed Operating Budget for the Fiscal Year 2002-2003, totaling $202,785,172 in estimated revenues and appropriations (Parts I and II). It also includes the operations of eleven of the County's Special Funds as well as the General Fund. Comm. 533.1: From Finance Director William Takaba, dated March 4, 2002, transmitting a booklet containing the reports entitled Six Month Progress Report on Program Objectives for FY 2001-02 and Final Status Report on Program Objectives for FY 2000-O1. The reports are being provided to the Council to evaluate their program accomplishments for the first six months of the current fiscal year and for the last fiscal year, 2000-01. FC-33 Page 3 April 16, 2002 Comm. 533.9: Copy of letter to Mayor Harry Kim from Jane Grisham, dated March 20, 2002, suggesting that the County offer anearly-out package to employees who are within two years of retirement eligibility to ease the County's budget crisis. Comm. 533.10: From Sarah R. Crawford, dated March 21, 2002, stating the funding for the West Hawaii County Band be continued, and providing suggestions to the real property tax assessment formula, fuel tax and motor vehicle registration, civil service and the possibility of a deposit on beverage containers. Comm. 533.11: From Finance Director William Takaba, dated March 23, 2002, submitting information, as requested, regarding the possible revenue sources in the disposition of the County owned Hamakua Lands, Crossroads Property in Kona and the Hilo Lagoon Centre properties. Comm. 533.15: From County Clerk Al Konishi, dated April 1, 2002, submitting a list and explanation of impacts of a proposed cut of 7.7 percent in the Clerk's Office budget for FY2002-2003, as requested by Finance Committee Chair Aaron Chung. Advises that no cuts have been proposed to the Elections Division budget. Comm. 533.16: From Deputy Parks & Recreation Director Pam Mizuno, dated Apri14, 2002, providing information regarding the budget on the Hilo Municipal Golf Course, as requested by Finance Committee Chair Aaron Chung. Also attaches worksheets showing two possible rate increase proposals. Comm. 533.17: From Mayor Harry Kim, dated Apri14, 2002, transmitting responses from each department forwarding a proposed budget cut of 7.7% and what the anticipated impacts of this cut would be, as requested by Councilmember Tyler. Comm. 534: AN ORDINANCE RELATING TO PUBLIC IMPROVEMENTS AND (Bill 182) FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2002 TO JUNE 30 2003 From Mayor Harry Kim, dated March 1, 2002, transmitting for consideration the proposed Capital Budget and Programs for the Fiscal Year 2002-2003, consisting of 45 projects. The County's share of the costs is $40,478,000, with the balance of $14,145,000 being the Federal Government's Matching Share and $7,750,000 from the State Revolving Fund.
