MEMORANDUM

SUBJECT: Approval of Proposed 2002-03 HSAC Slate o fficers, NACo Board Membership,
and Western Interstate Region Board Member
Prompt approval is requested from the cc~urei is of all four counties for adoption of the various 2002-03
HSAC officer and NACo/WIR board slates ~ the<next HSAC Executive Committee meeting scheduled
on May 10, 2002 in Honolulu. Therefore, I request that approval of the proposed slates shown below be
placed on the agenda of the May 1, 2002 meeting of the hIawai`~ County Council.
1. At its meeting on April 12, 2002 the HSAC Executive Committee voted to pxopose the following
slate of HSAC officers shown below for fiscal year 2002-02 ~~oly 1, 2002.-,;lttne 30, 2003):
Motion to approve 2002-03 HSAC slate of officers as follows:
President J. Curtis Tyler, III (Hawai`i County)
Vice President Dain Kane (Maui County)
Secretary Gary Okino (City & County of Honolulu)
Treasurer James K. Tokioka (Kauai County)
2. The HSAC Executive Committee proposed that the following three Hawaii represent<,tives serve on
the board of directors of the National Association of Counties (NACo) in 2002-03:
Motion to approve 2002-03 NACo board mepnber slate as follows:
G. Riki Hokama (Maui County)
James K. Tokioka (Kauai County)
J. Curtis Tyler, III, Minority-at-Large board member
3. Finally, the HSAC Executive Committee proposed that Gary Okino (City & County of Honolulu)
represent Hawaii on the Western Interstate Region (WIR) board of directors.
Motion to approve 2002-03 WIR board Ynember slate as folloevs:
Thank you for your consideration of this request. I am grateful for the opportunity to serve in the capacity
of HSAC president during the coming year and welcome the counsel and support of fellow council
members to effectively represent the needs and interests of county government throughout Hawaii.

RE: 2002-03 HSAC Officer and NACo/WIR board slates for County Council Approval
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii,
this written request is submitted with my approval that the above-referenced matter be waived from
the Committee on Public Works and Intergovernmental Relations to the full Council for immediate
action. At its meeting on April 12, 2002 the HSAC Executive Committee voted to propose HSAC
slate of officers for fiscal year 2002-03, proposed three Hawaii representatives to serve on the board
of directors of the National Association of Counties in 2002-03 and proposed that Gary Okino
represent Hawaii on the WIR board of directors. In reviewing this matter, timely approval by the full
Council is crucial. It is therefore advantageous that approval is granted and the matter placed onto
the next Council agenda for review. However, in the event this request is denied, for whatever
reason, I understand the matter shall be referred to the Committee on Public Works and
Intergovernmental Relations for placement on its future agenda.
