Re: Bi11205 Relating to Streets and Sidewalks
Dear Chairman Elarionoff:
I have received your letter dated April 16, 2002, regarding Bi11205 relating to streets and
sidewalks. This bill replaces the current Chapter 22 of the Hawaii County Code in its
entirety, including the present provision requiring house numbering in South Hilo, with no
house numbering requirements to replace it. In response to your questions:
1. What will be the impact of having no house building law for the district of South
Hilo?
We anticipate no negative impact during the few months it will take to present a new
house numbering bill. Homes in South Hilo already have numbers, and it is unlikely that
homeowners will remove these numbers because they are no longer required by law. New
homes in South Hilo can still apply for and receive house numbers.
2. If there is little or no impact, why issue numbers at all?
Issuing house numbers serves an important public safety function. House numbering
serves the primary purpose of aiding in the location and identification of structures.
3. Are we placing the County of Hawaii, particularly public safety respondents, at risk
by eliminating dais requirement for the district of South Hilo?
No, we are not placing public safety respondents at risk by eliminating this requirement.

4. What is the administration's anticipated tune frame for completing a new
house/buildang numbering bill?
We anticipate completing a new house/building numbering bill and presenting it to your
committee within six months.
5. I3oev evil] the bill, if passed, affect the civil service position in the .Building ])apartment
presently issuing house and building numbers?
Bill 205, if passed, will not affect the civil service position in the Building Department
presently issuing house and building numbers. Even without the legal requirement,
property owners in all districts of the island apply for and receive house/building numbers.
dVe anticipate no change in this due to the elimination of the legal requirement for South
I-Iilo.
