Your Committee on Planning, to which was referred Bill No. 194, transmitted jointly with Bill
No. 195 by Mayor Harry Kim, per Communication No. 553, dated March 1, 2002, regarding the
change of zone request by Ellen 10~I. Garver, at Kalaoa 4th, North Kona, Hawaii, TMK: 7-3-05:
30, reports as follows:
Bill No. 194 amends the State Land Use Boundaries Map, H-7, for the County of Hawaii by
changing the district classification for approximately 3.129 acres of land from an Agricultural to
an Urban zoned district.
The somewhat rectangular-shaped subject property, owned in fee by the applicant, is located west
(makai) of Mamalahoa Highway, adjacent and south of Kona Coastview Subdivision and at the
end of Leimomi Street. There is an existing farm dwelling located within the proposed Lot 1-C
near the middle of the project site and a farm workshop and greenhouse within proposed Lot 1-A
adjacent to the Mamalahoa Highway. The remainder of the site is vacant and was previously
utilized for pasture.
The subject property is situated within the State Land Use Agricultural District. The General
Plan Land Use Pattern Allocation Guide (LUPAG) Map designates the area for Urban
Expansion, which allows for a mix of high density, medium density, low density, industrial
and/or open designations in areas where new settlements may be desirable, but where the specific
settlement pattern and mix of uses have not been determined.
The Keahole to Kailua (K-to-K) Development Plan, adopted by Resolution on April 3, 1991 by
the County Council, designates the area for Residential Expansion. The Kona Regional Plan,
adopted by the Planning Commission in 1984, recommends the project area for residential uses at
a density of four units per acre.
Surrounding properties include the Kona Coastview Subdivision to the north, and the Kona
Palisades Subdivision to the south. These subdivisions, situated within the State Land Use
Urban District and primarily zoned Agricultural (A-Sa), are essentially- non-conforming
residential sized lots ranging between 8,000 to 20,000 square feet. These subdivisions include
mixed residential uses and vacant lands.
The property is located within lone X. an area outside the 500-year flood plain.
Committee Member Julie Jacobson stated thai she sees no public purpose to change the zonings,
therefore, would vote against the measure.

For information purposes only, on the final vote, Committee Member Nancy Pisicchio voted
"kanalua" twice.
Your Committee did not entertain further discussion on this measure.
Your Committee concurs with the Planning Commission and the Planning Director for
recommending a favorable consideration for the State Land Use Boundary Amendment request.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 194, and
recommends it pass first reading.
