Your Committee on Finance, to which was referred Bill No. 198, reports as follows:
Bill No. 198, transmitted by Director of Finance William Takaba, via Communication No. 558,
dated March 12, 2002, amends Ordinance No. 01-55, as amended, the Operating Budget, ending
June 30, 2002. The amendment is as follows:

3302.98 Federal Grants - HI Impact Grant General $230,900
To:
010-201-5219.93 HI Impact Grant General $230,900
These funds will be used to combat the methamphetamine drug problem in the County of
Hawaii by conducting various sting operations. The grant includes the purchase of equipment,
travel costs, overtime and the supplies necessary to conduct these operations.
Your Committee heard testimony in opposition to the measure from Mr. Roger Christie.
Committee Members expressed concerns regarding grant funds being used for use of helicopters
for any aforementioned missions. Per Lieutenant Henry Tavares of the Hawaii County Police
Department, no grant funds will be used for helicopters.
Your Committee requested that a resolution be waived to the next Council meeting pursuant to
Article XIII, Chapter 2, Section 13-13(b), of the Hawaii County Charter "...authorized by the
council by resolution if legislative action is necessary to implement the contract."
Your Committee on Finance is in accord with the purpose and intent of Bill No. 198 and
recommends it pass first reading.
