Your Committee on Finance, to which was referred Resolution No. 185-02, reports as follows:
Resolution No. 185-02, transmitted by Director of Finance William Takaba, via Communication
No. 562, dated March 18, 2002, authorizes the Director of Finance to negotiate a lease of the
former Waimea Tax Office Building to the Historic Hawaii Foundation.
The former Waimea Courthouse Complex identified as TMK: (3) 6-7-02:25, is under County
jurisdiction by Executive Order No. 3818, and located in South Kohala, Hawaii.
The Historic Hawaii Foundation, a nonprofit organization desires to lease the aforementioned
facility for the use of community meetings and preservation related activities.
Pursuant to Section 2-120(a)(2), Hawaii County Code, the Council of the County of Hawaii
may, by resolution, approve by a majority of its members, direct the finance director to negotiate
the lease of real property to non-profit organizations, at such rentals and on such terms and
conditions as deemed proper.
Also pursuant to Section 2-120(b), Hawaii County Code, such lease of real property to non-
profit organizations may be made without the notice or appraisal as required in Chapter 2,
Article 19.
Your Committee heard testimony in favor to the measure from Mr. Thomas Quinlan of the
Waimea Preservation/Historic Hawaii Foundation.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 185-02
and recommends its adoption.
