Your Committee on Finance, to which was referred Resolution No. 181-02, reports as follows:
Resolution No. 181-02, transmitted by Finance Director William Takaba, via
Communication No. 547, dated March 6, 2002, changes the position status of School Crossing
Guards (Hourly) (Temporary) to permanent status.
The School Crossing Guards ensure the safe and orderly crossing of children and other
pedestrians at crossing locations near assigned schools during the mornings and afternoons when
school is in session.
By converting the status from temporary to permanent, the County will eliminate the annual
recruitment, screening, interviewing, and physical exams, unless a vacancy occurs; develop a
stable workforce and retain better employees, reduce the time spent on annual cash in lieu of
vacation auditing and processing for payments per guard, allow the employees to accrue vacation
and sick leave; and reduce the repetitive paperwork generated in the rehiring and separation
process.
Originally heard on March 19, 2002, this measure was deferred pending an opinion from the
Department of Civil Service.
Communication No. 547.1, transmitted by Director of Personnel Michael R. Ben, states the
change is not to full time permanent but to part time permanent. The same number of hours will
continue to be worked, rather than be filled on a part time temporary basis. Also, with the
current number of hours worked, incumbents are ineligible for medical benefits under the
Hawaii Public Employees Health Fund nor would they become eligible when converted to
permanent status. With respect to vacation and sick leave, incumbents will continue to earn and
be entitled to take vacation and sick leave as they do now. Furthermore, with the limited work
hours, incumbents are not part of any bargaining unit represented by an exclusive representative.
Therefore, the County of Hawaii rules governing lay-off would be in effect in the event that
there is no longer a need for a school crossing guard(s).

For informational purposes, Mr. Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 181-02
and recommends its adoption.
