Your Committee on Parks & Environmental Management, to which was referred Communication
No. 566, and attached Bill No. 199, reports as follows:
The purpose of Bill No. 199 is to amend Chapters 20 and 21 of the Hawaii County Code 1983
(1995 Edition), to replace references to the Department of Public Works with the Department of
Environmental Management, and to add definitions of the Environmental Management
Commission.
Communication No. 566 is from Galen M. Kuba, Director of Department of Environmental
Management, dated March 11, 2002, transmitting Bill No. 199 for the Council's review and
consideration.
Your Committee on Parks & Environmental Management, is in accord with the purpose and intent
of Bill No. 199, and recommends that it pass first reading.
