Arakaki and Members of the County Council - County of Hawaii J Hilo, HI 96720 Dear Chairman Arakaki and Council Members: During my budget presentation to the Council Finance Committee on March 14, I was asked to recommend new real property tax rates for FY 2002-03. My proposal is provided below. Prot~osal Based on our overall goal, guiding principles, and conclusions (Attachment A), we recommend using the following tax rates for FY 2002-03: Classi~cati®n Building Land Improved Residential 9.10 9.10 Unimproved Residential 9.85 9.85 Apartment 9.85 9.85 Hotel and Resort 9.85 9.85 Commercial 9.85 9.85 Industrial 9.85 9.85 Agricultural 9.85 9.85 Conservation 9.85 9.85 Homeowners 5.55 5.55 The net effect of this proposal is that it increases the average rate of the Homeowners class by $1.10 and all other classes by $.60. It will generate an additional $7.6 million in real property tax revenues, enough to meet our projected shortfall (see Exhibit F and F-1). This proposal has the following advantages: ale Igo. I{a°. It continues to support home ownership by providing lower rates for the Homeowners and Improved Residential classes. The Homeowners rates, $5.55/$1,000 for building and $5.55/$1,000 for land, are still $1.45 lower than they were in 1992-93, and $2.95 lower than in 1991-92. The average tax bill for persons in this class will be $477, just $14 more than what it was in 1992-93 . 3. It reduces the rate differences between the Homeowners and other classes. 4. It recognizes service consumption when increasing the Homeowners rate and decreasing the average bill of Unimproved Residential and Conservation properties. 5. Rates are easy to understand. We believe that this proposal is consistent with the overall goals and principles that we adopted in making our decision. We thank you for the opportunity to present it to you. Alo G^~~~ Harry Kim Mayor Attachments Attachment A PROPOSAL BACKGROUND Overall Goal To have a real property tax program in Hawaii County that is fair and simple, and generates revenues adequate to meet the needs of our residents. Guiding, Principles 1. Rates must generate enough revenues to enable the County to do its job-maintain the level of services needed by our residents and encourage appropriate economic growth, including the expansion of Hawaii's agricultural industry. 2. Revenues generated by each class of property should relate to its proportion of total net taxable values. 3. Rates should reflect a commitment by the County to make home ownership more affordable, particularly for older persons on fixed incomes and young families purchasing their first home. Rates should account for existing benefits and the consumption of County services by properties in a class. 5. The tax rate structure should be kept simple. Conclusions 1. Rates must be increased in all classifications to generate revenues needed to maintain existing services. County services must be provided at least at their current levels. 2. Revenues generated must be in closer proportion to net taxable values, with reduced rates given to the Iomeowners and Improved Residential classes. The Homeowners class includes properties that are used solely as the owner's primary residence. A large segment of this group includes older persons on fixed incomes and first-time home buyers with large mortgage payments. We continue to support reduced rates for the Homeowners class. We believe, however, that the differences in rates between this and all other classes of property must be reduced, based on other benefits (i.e., exemptions) available for properties in this class, and the high consumption of County services by homeowners. By narrowing this gap, other classes of property will share less of the overall tax burden. Over the past ten years, most of the owners of properties in the Homeowners class saw their rates drop as follows: 1991-92 $8.50/$1,000 for both building and land 1992-93 $7.00/$1,000 for both building and land 1993 to present $4.45/$1,000 for both building and land As a result, the average tax bill for properties in the Homeowners class is currently $363, slightly more than half the average bill of $713 for properties in the Improved Attachment A Page Two Residential class. The average tax bill for Hawaii County's Homeowners class is far less than those of Maui ($665) and Kauai ($529). The Improved Residential class includes properties that are not used as the owner's primary residence or are used, at least in part, for commercial purposes. This class is now taxed at the second lowest rates. We support maintaining slightly lower rates for Improved Residential properties to continue encouraging home ownership. 3. A uniform rate should be established for building and land in each property classification. The reasons for using different tax rates for building and land are no longer applicable. To simplify the rate structure, we recommend using the same rate for both building and land in each class. We recognize, however, that switching to a uniform class rate and increasing rates at the same time may, at first, be confusing for many who want to calculate the actual changes in rates. The change to a similar rate for building and land may benefit properties in the Unimproved Residential and Conservation classes since the values of most of properties in these classes are in the land. Currently, the land rate for both classes is $10/$1,000, while the building rate is $8.50/$1,000. A uniform rate, assuming it is less than $10/$1,000, would serve to drop average tax bills for properties in these classes. Based on the modest consumption rates for these properties, this would seem reasonable. Rate Models Developed and Analyzed Based on our general conclusions, we developed and analyzed six rate models: 1. Existing Rates (Exhibit A) 2. Single Rate, $8.84 (Exhibit B) 3. Current Bld/Land Avg + 8.5% (Exhibit C) 4. Current Bld/Land Avg + $.70 (Exhibit D) 5. Current Bld/Land Avg + 6.5% for 8 Classes; + 25% for Homeowners (Exhibit E) 6.
