and murder? The CIA can help round -out your education. L)e've culled some
of the juicier quotes from the CIA's recent "dirty tricks" ~aanual designed
to aid the contras i.n overth.rowing the government of. Nicaragua.
The contras are a military force doaninated by foraner Nicaraguan National
Guardsmen, the secret police of the Somoza dictatorship which leas finally
deposed by the present government in 1979. _ The Somoza government, which
represented I~ ia~ i::®s who owned most of the land in Nicaragua, - was
infamous for its brutal domestic policies w'r,ich were supported-- by the
U. government. The new Nicaraguan government includes social democrats,
Catholics, labor and farwwor}cer organizations, and yes, some Marxists.

effectiveness of this tactic has been clearly demonstrated in several wars

The activities enumerated above, endorsed and recommended by the CIA are in
direct violation of the following laws:
1. US Statutory Law. 18 U.S.C. 960 prohibits by money or
military means any armed action against a foreign
nation with which the US, is at peace.
2. US Constitution. Article VI, Section 2 states that we
are bound by all treaties that our Congress ratifies.
F'uriher, these treaties have the force of law and are
to be respected and followed as absolutely as any law
that Congress enacts.
3. Interraatioreal L,~v. Congress has ratified more than ten
treaties and conventions which prohibit CIA terrorist
activities described above. F.or exaanple, the
Organisation of American States Charter prohibits in
Art. 18 and 19 intervention ire the internal affairs of
another American national by any '°coe-rcive" military.

4,700 members of the Nicaraguan National Guard received training at the SOA under the dictatorship of the Somoza
family. This repressive force terrorized the populace of the country. National Guard soldiers formed the backbone of the
contras, the US-backed force that sought to overthrow the Sandinista government, through civilian-targeted warfare
when the popularly supported Sandinistas came to power.
No Nicaraguan soldiers have trained at the SOA since the Sandinista government was instated in 1979. The
Nicaragua Network has confirmed reports that recently re-established U.S. military aid to Nicaragua will include training
at the re-named SOA. This is alarming news for the people of Nicaragua, as SOA graduates continue to brutalize
civilians across Latin America.
The Nicaragua Network, SOA Watch, and Quest for Peace, have started a petition drive calling on the head of the

Union organizers are among the primary targets of SOA violence in Colombia. SOA graduates have been direct)
responsible for the slaying of striking workers and the killing of union organizers. ~In 1996, the Pentagon was forced t
release training manuals used at the SOA. These manuals advocated interrogation techniques such as fals
imprisonment, torture and execution. According to these manuals, these techniques should be used on those who...
- Do "union organizing or recruiting",
- Pass out "propaganda in favor of the interests of workers",
- "Sympathize with demonstrators or strikes".
At least 143 Colombian labour leaders have been assassinated in 2001 alone.
