Comm. 612: APPOINTMENT OF GEORGE A. WILKENS TO THE COUNTY OF HAWAII
WATER BOARD
From Mayor Harry Kim, dated April 29, 2002, submitting the appointment of George
A. Wilkens of Council District 8 to the County of Hawaii Water Board.
Mr. Wilkens has lived in Hawaii for over 33 years and has served as
Chair of Governor Burns' task force that wrote "Hawai`i and the Sea",
and he also served on Governor Ariyoshi's Marine Advisory Council
and on the University of Hawaii's SEAGRANT Research Advisory
Council.
He is a member of the Democratic Party and, if confirmed, will serve a
term to expire on December 31, 2006.
Comm. 620: APPOINTMENT OF JEFFREY W. MCCALL TO THE HAWAII COUNTY
PLANNING COMMISSION
From Mayor Harry Kim, dated May 2, 2002, submitting the appointment of Jeffrey W.
McCall of Council District 6 to the Hawaii County Planning Commission.
Mr. McCall is a lifelong resident of Hawaii and is the owner/manager
of McCall Flower Farms.
He is not affiliated with any political party, and if confirmed, will serve
a term to expire on December 31, 2006.

Comm. 608: AN ORDINANCE AMENDING CHAPTER 23 OF THE HAWAII
(Bill 213) COUNTY CODE 1983 (1985 EDITION) RELATING TO PRE-EXISTING
LOTS
From Mayor Harry Kim, dated Apri122, 2002, transmitting a letter and the
above bill from Planning Commission Chair Geraldine M. Giffin. The
Planning Commission is forwarding a default unfavorable recommendation on
the proposed ordinance because the 60 days wherein the Commission had to
take action on this bill passed, and there was no quorum to vote on the matter.
The bill, for purposes of consolidation and resubdivision, denies
recognition of "pre-existing" lots:
1. based on leases (except those with a legal dwelling and those
continuously leased since 1/8/48 as a separate unit); and
2. created for use as a road lot, railroad right-of--way, flume line,
or pole anchor.
Comm. 609: AN ORDINANCE AMENDING SECTION 25-8-3 (NORTH KONA ZONE
(Bill 214) MAP), ARTICLE 8, CHAPTER 25 (ZONING CODE) OF THE HAWAII
COUNTY CODE, BY CHANGING THE DISTRICT CLASSIFICATION
FROM AGRICULTURAL (A-20a) TO FAMILY AGRICULTURAL (FA -la)
AT HONOKOHAU 2ND, NORTH KONA, HAWAII, COVERED BY TAX
MAP KEY 7-4-6:6 (Approximately: 26.198 Acres) Applicant: Robert K.
Greenwell
From Mayor Harry Kim, dated Apri122, 2002, transmitting a letter and the
above bill from Planning Commission Chair Geraldine M. Giffin. The
Planning Director had recommended denial of the application; however, the
Planning Commission voted to forward a favorable recommendation of the
change of zone for reasons as stated in Ms. Giffin's letter.
Comm. 609.1: From Kim Evans, transmitting copies of her testimonies of March 22, 2002,
October 29, 2001, December 6, 2001, February 1, 2002 and February 25, 2002,
to the Planning Commission, opposing Bill 214.
