WILLIAMS TO THE HAWAII COUNTY BOARD OF ETHICS From Mayor Harry Kim, dated April 29, 2002, submitting for confirmation the nomination of Mr. Reeve (Bob) N. Williams of Council District 1, to the Hawaii County Board of Ethics. A 30-year resident of Hawaii, Mr. Reeves is a retired State of Hawaii high school counselor. A member of the Democratic Party, if confirmed, he will serve a term to expire on December 31, 2006. Comm. 616: APPOINTMENT OF MS. JAN K. YOKOYAMA TO THE HAWAII COUNTY LIQUOR CONTROL ADJUDICATION BOARD From Mayor Harry Kim, dated Apri129, 2002, submitting for confirmation the nomination of Ms. Jan K. Yokoyama of Council District 2 to the Hawaii County Liquor Control Adjudication Board. A lifetime resident of Hawaii, Ms. Yokoyama is a registered nurse with the State Department of Health. A member of the Democratic Party, if confirmed, she will serve a term to expire on December 31, 2006, replacing Ralph Black, whose term expired on December 31, 2001. Comm. 617: APPOINTMENT OF MR. MARLIN S. WERNER TO THE HAWAII COUNTY PENSION BOARD From Mayor Harry Kim, dated May 2, 2002, submitting for confirmation the nomination of Mr. Marlin S. Werner of Council District 1 to the Hawaii County Pension Board. A 15-year resident of Hawaii, Mr. Werner is retired from a private practice as an audiologist and speech pathologist. Not affiliated with any political party, he will serve a term to expire on December 31, 2004, replacing Agnes Perreira. Comm. 102.39: MARIJUANA ERADICATION MISSION REPORT FOR THE MONTH OF APRIL 2002 From Police Chief James S. Correa, dated April 12, 2002, transmitting the above report, as required by Resolution 46-01. The attached reports indicate the number of plants eradicated and the number of complaints received from the public, the type of complaint and the complaint disposition. Comm. 116.2: USE OF PROCEEDS OF THE GENERAL OBLIGATION BONDS, 2001 SERIES A From Mayor Harry Kim, dated April 22, 2002, submitting information regarding a total of $23 million in General Obligation Bonds authorized for issuance by the Council last year. States that the bonds were sold in July 2001, and in addition to a favorable interest rate, the County received a small premium on the sale. Lists the amounts deducted from the net proceeds due to the Department of Water Supply and committed to the Police Department Radio System Upgrade and the J.C. Penneys renovation projects. States most of the balance of $5,600,302 has been set aside to meet legal mandates, change orders for ongoing projects and flood studies; said projects are listed and discussed. Because requests far exceed the available funds, they will be reviewing all projects carefully before making a selection of those that can be funded with the balance of the bond issue. Invites comments on the use of the balance of proceeds from the Council and requests they be submitted by May 24, 2002. Comm. 604: RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO (Res. 207-02) NEGOTIATE A LEASE OF THE EAST HAWAII CULTURAL CENTER TO THE EAST HAWAII CULTURAL COUNCIL From Finance Director William Takaba, dated April 17, 2002, transmitting the above resolution. Currently, the East Hawaii Cultural Center (EHCC) is on a short-term lease, as the previous long-term lease agreement has lapsed. The attached agreement is fora 20-year lease with renewal options of 5-year increments, effective July 1, 2002, or unless sooner terminated by either the County or EHCC, giving to the other at least 90 days previous notice in writing of intention to terminate this lease. Comm. 605: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER (Res. 208-02) FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR THE RENEWAL OF THE OFFICE OF THE CORPORATION COUNSEL FAMILY SUPPORT DIVISION'S KONG OFFICE LEASE From Finance Director William Takaba, dated April 17, 2002, transmitting the above resolution. The existing lease, which expires on June 30, 2002, will be extended for another five years. The County will be fully reimbursed for the office lease cost by the State of Hawaii, Child Support Enforcement Agency. FC-35 Page 3 May 14, 2002 Comm. 610: 2002-2003 REAL PROPERTY ASSESSMENT CERTIFICATION REPORT From Finance Director William Takaba, dated April 25, 2002, transmitting the above report in compliance with Chapter 19, Article 11, Section 19-90(e) of the Hawaii County Code, as amended. States the total value of net taxable real property is $11,690,371,170, which is $619,045,118 higher than the previous year, representing a 5.59 percent increase. Also attached for information are the 2002-2003 Council District certification reports, which were prepared in the same fashion as the original certification report, except for further breaks along the council district boundaries. Transmits on compact disk the 2002 Assessment List. Comm. 618: DONATION OF $15 TO THE HAWAII COUNTY POLICE HIPAL PROGRAM BY JOHN AND FRANCES CHIPSER OF BLAINE WASHINGTON From Mayor Harry Kim, dated May 1, 2002, requesting acceptance of the above donation. Comm. 621: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER (Res. 210-02) FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR SIX (6) REFUSE TRAILERS From Finance Director William Takaba, dated May 1, 2002, transmitting the above resolution. Several of the current refuse trailers are in excess of 11 years of age, require major replacement of parts and maintenance, and have reached the end of their useful life. The Solid Waste Fund does not have the resources to purchase the referenced equipment. Comm. 622: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER (Res. 211-02) FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR ONE (1) COMPACTOR From Finance Director William Takaba, dated May 1, 2002, transmitting the above resolution. The current compactor at the West Hawaii Landfill is nine years old and will require major repairs which will cost more than the original purchase price of this equipment. The Solid Waste Fund does not have the resources to purchase the referenced equipment. Comm. 623: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER (Res. 212-02) FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR FOUR (4) TRUCK TRACTORS From Finance Director William Takaba, dated May 1, 2002, transmitting the above resolution. Several of the current truck tractors are in excess of 10 years of age, have high mileage, incur major repairs, and are approaching the end of their useful life. The Solid Waste Fund does not have the resources to purchase the referenced equipment. Comm. 624: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER (Res. 213-02) FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR ONE (1) DOZER From Finance Director William Takaba, dated May 1, 2002, transmitting the above resolution. The current two dozers at the South Hilo landfill are 11 years old and incur very high maintenance costs due to their age and daily utilization. The Solid Waste Fund does not have the resources to purchase the referenced equipment. FC-35 Page 4 May 14, 2002 Comm. 625: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER (Res. 214-02) FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR SUBSCRIPTION AGREEMENT TO WESTLAW From Finance Director William Takaba, dated May 1, 2002, transmitting the above resolution. Access to Westlaw is necessary for the Office of the Prosecuting Attorney for trial preparation. The current Westlaw subscription ends on July 31, 2002 and they wish to extend it for another 3 years. Comm. 626: AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL (Bill 215) OBLIGATION BONDS OF THE COUNTY OF HAWAII IN A PRINCIPAL AMOUNT NOT TO EXCEED $259,200.00 FOR THE PURPOSE OF FINANCING A PORTION OF THE COSTS OF CONSTRUCTING A REPLACEMENT WATERLINE FOR THE HAPPY HOMES SUBDIVISION AND TO SECURE THE PAYMENT OF A LOAN BY THE UNITED STATES OF AMERICA DEPARTMENT OF AGRICULTURE; AND FIXING THE FORM, DENOMINATION, AND CERTAIN DETAILS OF SUCH BONDS, AND PROVIDING FOR ITS SALE From Finance Director William Takaba, dated May 1, 2002, transmitting the above bill. This project will be funded under the United States Department of Agriculture (USDA), Rural Development Program. The funding provides for a grant amount not to exceed $777,500 and for a loan amount of $259,200. On January 22, 2002, the Water Board adopted a loan resolution authorizing and providing for the incurrence of indebtedness for the purpose of providing a portion of the cost for this project. The County will soon be issuing a request for proposals (RFP) seeking to contract with an organization to provide animal control services for a period up to June 30, 2005. Comm. 545.3: From Police Chief James Correa, dated Apri14, 2002, transmitting the finalized copy of the Request for Proposa12007 (RFP), for Provision of Animal Control Services for the Hawaii County Police Department. Comm. 545.4: From Acting Police Chief Lawrence K. Mahuna, dated April 4, 2002, requesting that the Council consider formulating a new animal control ordinance. This is pursuant to the "Special Study" conducted by the Office of the Legislative Auditor on the Status of Animal Control in the County of Hawaii dated October 2000 Comm. 545.5: Copy of letter to Councilmember Nancy Pisiccho, from Police Chief James S.
