The Office of Housing and Community Development (OHCD) is submitting the following 2 appropriation ordinances for Council approval: Appropriation ordinance for the 2001 Workforce Investment Act Program income; and Appropriation ordinance for the 2002 Workforce Investment Act Program income. Accordingly, these ordinances and their narratives are attached, along with the Office of Housing and Community Development's request to waive the Hawaii County Housing Agency meeting. HOUSING OPPORTUNITY `AN EQUAL OPPORTUNITY EMPLOYER° Approval of an Appropriation Ordinance for the 2001 Workforce Investment Act (WIA) ~ro~ram The Office of Housing and Community Development (OHCD) was informed by the State Department of Labor and Industrial Relations (DLIR) in February that the County will receive an additional $233,272.50 for its WIA Title I funding allocation, bringing the total amount of 2001 WIA Title I funds received to 53,830,701.50. Prior to appropriating any funds, the WIA requires that the Annual Plan for the County of Hawaii be modified and approved by the Hawaii County Workforce Investment Board (HCWIB); it was approved in March. The WIA process also requires approval by the DLIR of any modifications to the County's Annual Plan. The OHCD submitted the HCWIB approved Annual Plan in March. Since March the OHCD has been making technical changes as requested by the DLIR. The OHCD has not received final approval of the Modification to the Annual Plan. However, the OHCD must have the attached appropriation ordinance adopted prior to the end of the fiscal year. The OHCD must have the appropriation ordinance and the Modification to the Annual Plan approved to expend funds. The OHCD anticipates DLIR approval of the modification to the County's WIA Annual Plan before June 30, 2002. In anticipation of DLIR's approval and in order to administer the WIA programs, the OHCD will need an appropriation ordinance to expend the 2001 WIA funds prior to DLIR approval of the Annual Plan. Because of the tight time frame the OHCD is requesting adoption of the attached appropriation ordinance by the Hawaii County Council, bypassing the Housing Agency. No County General Funds are involved. The ordinance sets up the proper accounts to receive and expend the WIA funds. 1177hmko Approvai o£ an Appropriation Ordinance £or the 2002 ~nTork£orce Ynvestanent Act (WYA) Prograx~ The Office of Housing and Community Development (OHCD) was informed by the State Department of Labor and Industrial Relations (DLIR) in March that the County would receive $2,897,656.00 for its Program Year 2002 WIA Title I funding allocation. Prior to expending any funds, the WIA requires that the Annual Plan PY 02-03 for the County of Hawaii be approved by the Hawaii County Workforce Investment Board (HCWIB) The WIA process also requires approval by the DLIR. Because the OHCD will take over the responsibilities of the Fiscal Agent on May 15, 2002, the OHCD needs to appropriate the anticipated allocation prior to obtaining approval of the Annual Plan by the HCWIB and the DLIR. The OHCD must have the appropriation ordinance and the Annual Plan approved to expend funds. The OHCD anticipates HCWIB and DLIR approval of the County's WIA 02-03 Annual Plan before June 30, 2002. In anticipation of the HCWIB's and DLIR's approval and in order to administer the WIA programs, the OHCD will need an appropriation ordinance to expend the 02-03 funds. Because of the tight time frame the OHCD is requesting adoption of the attached appropriation ordinance by the Hawaii County Council, bypassing the Hawaii County Housing Agency. The Office of Housing and Community Development (OHCD) respectfully requests that the above-referenced matter be waived from the Hawaii County Housing Agency to the full Council for action at the Council meeting on Wednesday, May 15, 2002. The OHCD requires that the funds be appropriated by July 1, 2002, in order to spend program funds. Timing is critical to the activities of the Workforce Investment Act. In reviewing the Council schedule, the Council meeting scheduled for May 15, 2002, was chosen as the most opportune time to meet time constraints. Thank you for your consideration of this request.
