Your Committee on Finance, to which was referred Resolution No. 196-02, reports as follows:
Resolution No. 196-02, transmitted jointly with Bill No. 206 by Director of Finance
William Takaba, via Communication No. 585, dated Apri14, 2002, authorizes the Office of the
Mayor to enter into an agreement with the State of Hawaii Department of Health for an EMS
Childhood Injury Prevention grant.
The U.S. Department of Health and Human Services, through the State Department of I-Iealth,
Emergency Medical Services System, has authorized funding for EMS personnel to conduct
community prevention projects by producing videos about "Soccer Injury Prevention". Mr.
David Cecil, a Firelight/MICT with the Hawaii County Fire Department, who applied for the
grant, will produce these videos along with other volunteers. The funds will be used to rent
video equipment for five days, to purchase meals and for educational materials.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13 (b), Hawaii County
Charter, county departments must obtain the consent of the council to enter into agreements with
the federal or state governments respecting action to be taken pursuant to any of the powers
granted by law to furnish, expend and receive any funds or other assistance in connection with
projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 196-02
and recommends its adoption.
