The Honorable Chairman James Y. Arakaki
Hawaii County Council
25 Aupuni Street
Hilo, HI 96720
The Mayor's Committee on People with Disabilities would like to recommend that
televising of County Council meetings, with closed-captioning, be continued into
the future.
Under Sunshine Laws, Council meetings must be accessible to the general
voting public. Television provides access to the widest possible Sig Island
audience. With closed captioning since July 1, 2000, this audience has included
deaf County residents among those who could benefit from reading the ongoing
proceedings and discussion.
The Parks family, for one, has watched many televised, captioned meetings and
have become personally familiar with every member of the Council and the
countywide problems. Such citizens do vote and are entitled to full access under
RDA.
So, please follow the Sunshine laws and ADA requirements in Hawaii County by
providing closed-captioned television coverage of County Council meetings.
Sincerely,
Michael E. Gleason
Chairman
