No. 593/Bill No. 209 PLACE: Council Chambers TIME: 10:07 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 209, reports as follows: Bill No. 209, transmitted by Council Member Gary Safarik, via Communication No. 593, dated April 16, 2002, amends Ordinance No. 01-56, as amended, the Capital Budget, ending June 30, 2002, by adding the following project: PUBLIC WORKS: Puna Makai Alternate Route Study - 110-399-5390.24-115 $250,000 Council District 5 Funds for this project shall be provided from general obligation bonds, capital projects fund-fund balance and/or other sources. Funds will be used for a comprehensive study to identify alternate commuter routes between Puna Makai -Council District 5 and Hilo. Your Committee heard testimony in favor to the measure from Gerald Silva, Dan Valiance, Kathy Hirayama, Al Kualii, Denys Lynn Temple and Dawn Horwitz. Some members of Your Committee expressed concerns regarding the appropriation amount and whether a study completed in a prior year still applies. It was determined that the previous study did not address the alternate route issue. Council Chairman Arakaki supports this measure and encourages Council Member Safarik to lobby the Legislature for funding of the project. For informational purposes, Mr. Tyler voted kanalua twice.
