Mayor Kim has acknowledged that an adjustment has to be made, between East and West Hawaii property rates. This is due to the vast difference in property values between the two. Any adjustment should be dealt with before any tax increase is made. 2. I do not believe our county government is responding to declining tax revenues, in a reasonable manner. Specifically taxes should not be increased for the purpose of making county payroll If adjustments need to be made within the county workforce to balance the budget, then that is what should occur. 3. I believe that a disproportionate amount of services, including the improvement of our roadways, are being done within East Hawaii, with West Hawaii paying the bulk of taxes. 4. I have stated to counsel man Earlinoff that I will not support him in any future elections if he votes to raise taxes before other steps are taken to reign in expenditure. 1 will also encourage others to do the same. 5. Lastly, I believe that all the people of Hawaii Island, not just property owners, should pay for the services provided by the county government. Sincerely, Mark Staszkow Waikoloa Property owner ~ 1~i. T® ~ ~~f. ~ ~~Y 1 2002
