That no part of the tax increase revenue will be used for pay increases for County employees except for merit or promotion, and specifically NOT for the future raises that were negotiated in the past with the employee union. 2. That the number of public employees has been reduced to that absolutely essential and that no current vacancy is to be filled prior to being certified as essential by the Council or its appointed representative and specifically NOT upon the recommendation of Department Heads. 3. That fee schedules for services being provided to the public by County Departments are revised to cover, or more than cover, the cost of providing such service, e. g. Hilo Golf Course fees; all Dept of Finance services such as for replacement of lost auto titles and lost yearly tags etc; the Parks Department for use of public buildings and facilities for private purposes; and County fees for building permits and inspection, 4. That the County Tax Code is revised to eliminate current inequities in the way property and land values are developed 5. That the allocation of property tax revenue between East and West Hawaii is in direct proportion to amount received from each of those areas. 6. 'that the minimum property tax is increased immediately from the current $25 to the generally agreed-upon $100 per parcel, or higher. Authorize deferral of property taxes for those owners who can prove that they cannot afford the new rate. Deferred taxes to be subject to a lien on the property to be paid, with accrued interest, upon sale of the property or its transfer to anon-relative. 7. That overtime and comp time be eliminated EXCEPT for cases of certified emergenci®s. Reduce the number of employees authorized to attend after-business hours Public Hearings or informational meetings 8. That competitive bidding be required for "study" contracts and that the number of such contracts be drastically reduced. No study is to be authorized covering the same area as a previous completed contract, except to update the previous study findings Example, recently completed study on waste management.
