MEMORANDUM

RE: Proposed Budget Cuts
I am sure that you would agree that the operating budget for the fiscal year 2002-2003 is
the most difficult budget that we have dealt with since 1996. The budget shortfall of $7.1
million dollars truly test our skills and ability as legislators. Unfortunately, no matter
which avenue we choose to address the shortfall...it will hurt.
I have submitted for your considerations budget cuts to the operating budget as proposed
by Mayor Harry Kim. I want you to know that these proposed cuts (and accepted cuts
proposed by department heads) were very difficult for me, however, I believe the people
of the County of Hawaii expects us to look at all aspects of the budget. Whatever
happens, I want you to know that I ackno~~vledge all the hard work, thought and. efforts
you have personally put into this budget process. Although we may differ on the possible
solutions, we share the same hope of doing what is best for the people of our island.
