Dear Chairman Arakaki and Members:
It is my pleasure to submit for your confirmation the appointment of Barbara Bell as County
of Hawaii Director of Environmental Management pursuant to the Charter of the County of
Hawaii. This appointment will be effective on August 1, 2002.
Ms. Bell is presently employed as the executive director of Recycle Hawaii, anon-profit
educational organization. In addition, she has been serving as the co-chair, along with Riley
Smith, of the County's Environmental Management Commission. She also served in 1995-96
as the County Clerk of the County of Hawaii.
Galen Kuba, who has been the Acting Director of Environmental Management since last
September, has decided to return to his permanent position with the Department of Public
Works. I thank him for his hard work over these months, and know that you share my
appreciation of his dedication and knowledge.
Ms. Bell will serve a term co-terminus with my tenure, which will end on
December 6, 2004. When you schedule her confirmation, please be aware that she will be
unavailable from July 14 to 22 due to a previously scheduled mainland trip to attend a
recycling conference and site visits in California.
