Dear Mr. Coney:
I have received your letter dated May 21, 2002, conveying the results of an executive board
meeting held after our meeting on May 14. You state in your letter that there was a
unanimous acceptance of my "second proposal" to gate the road with availability for the use
of emergency vehicles. This is in direct conflict with the decision made by your executive
board on May 14 and confirmed to me in a document entitled "PEAR Attachment for
Resolution" which states that the County agrees to take ownership of the boulevard with the
approval of the Ainaloa board.
This is very confusing. I am not sure what "waiting period" you refer to. At the May 14
meeting, Councilman Safarik stated that within two weeks he would prepare and introduce a
resolution for the County to assume ownership and liability for Ainaloa Boulevard. In fact, he
introduced that resolution on May 22, only 8 days after the meeting, so he has followed
through on his commitment to you. In light of this change in your organization's plans,
however, he will be asking that the resolution be deferred until we can determine exactly what
the people of Ainaloa want.
It is important that the road remain open, and I understand that the community has supported
this if the liability and other issues can be addressed. That is what we thought we were
working on. Gating the road is the last resort; my goal is to keep the road open on terms
acceptable to both the Ainaloa community and the County. Please help me do this.
Please clarify what your community's position is. I look forward to hearing from you.
