Arakaki and Members of the County Council ° County of Hawaii Hilo, HI 96720 Dear Chairman Arakaki and Council Members: A During the May 14, 2002 meeting of the Council Committee on Parks and t Environmental Management, Councilman Tyler requested the letters of recommendation for the nominees for the Veterans Advisory Committee. Attached are the letters of recommendation for Mr. Austen and Mr. Mukai. Also attached are the minutes of the Committee's meeting nominating Mr. Pavan to an independent seat. We are consulting with the Office of the Corporation Counsel to determine if independent members to the committee are in violation of the County Code. We are also in consultation as to the correct name for the committee. As soon as the Corporation Counse! provides us with a formal opinion, it will be forwarded to you. Sincerely, President ~ / Veterans Advisory Committee Page 3 November 15, 2001 NEdV BUSINESS Independent 1lVlenaber -Nomination of Patriek Pavao Patricia Engelhard asked the committee if they would like to nominate Patrick Pavao as an Independent Member of the Veteran's Advisory Committee. Several members expressed support for his nomination prior to his official retirement as the Veterans Services Counselor. Pat Engelhard saw Pat Pavao recently and he said he would serve if the committee wanted him to. Most members are assigned by various organizations to be nominated, but there are a few unattached slots which if confirmed he could fill. Mr. Pavao needs to complete and submit an application form, the Mayor will review nomination and decide whether or not to submit to Council. The Hawaii County Council would need to confirm his nomination. Chairwoman De Silva asked if anyone would like to nominate Patrick Pavao to become a member of the Committee. Robert Pettit moved to nominate Patrick Pavao to fill an Independent vacancy on the committee. Paul Johnston and VVendall Kekumu both seconded the nomination and the committee unanimously approved his nomination. Director Engelhard will proceed with the nomination by sending Mr. Pavao a copy of the application form. Pavilion Nall -Veterans Ceanetery I ~Mr. Denny Austen said that the pavilion wall at Veterans Cemetery I blocks the view of the flagpole, band, presentation of the flowers, etc. during ceremonies. I-Ie wanted to know what the possibility of removing that wall would be. Pat Engelhard asked Engineer Nishimoto if he felt the wall could be removed without affecting the structure. He responded that he didn't think it would be a structural problem to remove the wall. Director Engelhard suggested taking the cement in the wall and put it by the flagpole to cover both projects. She will look at the wall removal suggestion and report to the committee.
