I am a planning consultant with Belt Collins. Today I am representing the Newton Family Limited Partnership. Here with me today is George Newton who is also representing the Newton Family Limited Partnership. The Newton Family Limited Partnership owns some 1,646-acres of property in South Hilo, Hawaii. The parcel is identified as TMK 2-4-08:33. Honolulu A~~~«iu As a part of its estate planning, the Newton Family found that it needed to subdivide Ho.~a ~(„ng the 1,646-acres it owns. Since the land was in the State's Conservation District it could not be subdivided. To allow subdivision, the Family filed a State Land Use F n, Petition in August 1999 to change a portion of its property to State Agricultural so that it could be subdivided. T~,d Some two years later, in June 2001, 884-acres of the Newton Family property was reclassified by the State Land Use Commission from Conservation to Agriculture. The remaining some 762-acres continue in the State's Conservation District. For your record, we are submitting a copy of the Final Environmental Assessment and Support Document that was part of the Land Use Commission Petition. The Final EA follows the State's Chapter 343 environmental review process and includes some 70 pages of text and figures and special detailed studies of flora, fauna, traditional culture and archaeology, and major roadways in the vicinity. This document was the basis of a Finding of No Significant Impact from the proposed subdivision and thus allowing the approval of State Land Use District Amendment A99-729 from Conservation to Agriculture. The Newton Family proposes an eight-lot subdivision of the 884-acres within the Agricultural District. The subdivision parcels will range in size from 80 acres to about 153 acres. The proposed subdivision is intended primarily for the use of members of the Newton family as part of its estate planning. The proposed subdivision will be served by a private access from Wilder Road, a County right-of-way that connects with Kaumana Drive. The access is located within an existing easement that is unimproved and will require a paved road. Alternatively, access may be provided from an existing County Department of Water Supply service road located near the Newton Family's existing access easement. The subdivision will also be served by water, power, and telephone. Now that the 884-acres is in the State's Agricultural District, land use permits and approvals required for the proposed subdivision are 1) an amendment to the County General Plan, 2) an amendment to County Zoning Ordinance, and 3) subdivision approval. The proposed subdivision is located in an area designated as Orchard and Intensive Agricultural on the current County General Plan. This area is proposed to be changed to Extensive Agriculture in the General Plan Update. It is a logical to have the Newton Family's 884-acres covered by the same designation, Extensive Agriculture. Today George and I are asking for your approval of the General Plan amendment as shown as B-18 on the list of proposed revisions on South Hilo Map 3 of the General Plan Update Program. We ask for your favorable approval of proposed revision B-18 that will change the General Plan designation of the 884-acres of Newton Family property from Conservation to Extension Agriculture. This change would definitely assist with the Newton Family's estate planning. If approval is granted to General Plan change B-18, the Newton Family would then seek appropriate County zoning for the 884-acre area. That would be followed by a request for subdivision approval for the eight parcels. Both George and I would be happy to answer any questions you may have. Again, we ask for your approval of B-18.
