Aloha and good morning to all. The time of accountability for Hawai'i's
'marijuana eradication program' has come. Horrible social, economic and
environmental damage has grown for decades on the manure of prohibitionist
media and journalism, D.A.R.E. misinformation, police propaganda and the lack
of a `mandatory program review' by this council. It's time to take a good, hard
look at what's going on here, and to repair it now for our healthy and prosperous

1. Reported, and many more unreported, incidents of heavily-armed and violent
robbers looking for marijuana and whatever else they can find
2. Forbes magazine declaring doing business in Hawaii akin to committing

9. The exodus from hire to anywhere...
...all these factors and countless more are examples of some of the unintended
consequences of Hawai'i's `marijuana eradication program', now in its 30th year.
An independent and critical 'mandatory program review' as required by the
Hawaii County Charfier Section 3-16 every four years and never done for this
program, would have helped to identify the root cause of these problems and
hold the responsible parties accountable many years ago. In my opinion, some
of you have been voting to eradicate the natural economic and cultural solution
for Hawaii County all this time. God willing, your time is up.
The County's 'marijuana eradication prograrr~ acts like an artificial price-support
and endorsement for crime, hard drug and alcohol abuse and other anti-social
behavior. The pharmacratic inquisition some. of you support has been anage-old
battle to deny the basic freedom to choose a traditional sacrament and a nafiural
herbal remedy, to be replaced by -fill-in-the-blank -for someone else's benefit.
In my opinion, it is the most delusional, costly and counter-productive program
in Hawaii history, and I am suing you as of today in an attempt to prove it and
to right the wrong that I believe you have done. I know in my heart that the
good people of Hawaii County deserve better government than they are getting.
Prohibition-minded law makers, law enforcers, lawyers, media people and
others just might be the cause of the biggest crime-wave and economic
depression in Hawaii history. How can'we the people' find out? Simple. We
need the program to stop, and then we need an independent, critical, `mandatory
program review' to prove these charges, or not. The law was passed by the

people of Hawaii County in 1979 to protect their hard-earned money from being
ripped-off by elected officials. Obey the law or leave office.
In my opinion, the 'marijuana eradication program' is un-constitutional, it's a
`hate-crime', a creeping para-military operation that damages mostly rural
civilians and curious children, and it's an excuse to spy on all inhabitants by the
agencies and the agents sworn-in and hired to protect us from that very
behavior. What's wrong with this picture? Plenty!
The 'marijuana eradication program' destroys domestic tranquility and the quiet
enjoyment of private property, it reduces the general welfare and it has driven
too much of our population into poverty, hard drug and alcohol abuse, and
worse. The program diminishes the promise and the blessings of liberty and
degrades the ecology of rural Hawaii. It has caused more crime than any other
single factor. The program is 'domestic terrorism' disguised as law, paid for by
duped taxpayers and lobbied for by police who financially benefit from it.
In my opinion, the 'marijuana eradication program' has become Hawai'i's
Taliban, spying on our homes and in our gardens to see what flowers we plant,
then arresting and jailing us for gardening and enjoying the God-given
sacrament, medicine and natural herb of our choice. Some lawmakers even call
our favorite flower a 'schedule 1 controlled substance' of the worst kind, with
zero 'recognized medical value . What are THEY smoking?
In some ways like the early Christians who were forged by persecution, cannabis
enjoyers keep building our faith in the healing and sacramental qualities of this
miraculous herb. "It's the high that heals!"
The very word "Christ" means anointed with cannabis, or kaneh bosm, and
other herbs in olive oil in a specific recipe given to Moses in the Torah, or Old
Testament. The 'marijuana eradication program' can literally and figuratively be
called the `anti-Christ' by definition and linguistic origin. (See

I know that with the light of a 'mandatory program review' shining in on the
darkness of our 30 year mistake called the `marijuana eradication program', all of
the inhabitants of I-Iawai'i County will find healing and forgiveness, and return
to the conditions of harmony and abundance that nature and Divine Will have
entitled us. We have a beautiful future! Aloha.
