SUBJECT: PROPOSED REDUCTIONS TO SOLID V6VASTE OPERATING BUDGET
At the May 22, 2002 meeting of the Environmental Management Commission, the commissioners present
unanimously voted to express to the Hawaii County Council their opposition to any proposed reduction to the
Solid Waste Division's operating budget. The Commission had taken this position for the following reasons:
1. Budget cuts to our security services at this point in time can only serve to "undo" improvements that
have been made to control activities at our transfer stations.
2. Reductions in security services may result in increased commercial dumping at transfer stations.
Should this occur, this will result in a decrease in potential revenues for the division and may increase
our payment rates to Waste Management.
3. Budget cuts that are made today will result in greater financial burdens for the County in the future.
4. The green waste and household hazardous waste programs need to be increased and not decreased.
5. Elimination of the household hazardous waste program will result in increased health and safety risks to
our community.
