Comm. 334: SMA 132 - HOME CAPITAL
From Jerry Rothstein, Spokesperson, Kahakai Precinct
Neighborhood Action Group, dated March 13, 1989,
transmitting a copy of his letter to Planning Director
Duane Kanuha regarding Home Capital's requested SMA 132
permit amendments. Requests the Council to pass a
resolution asking the Planning Department to reconsider
its recommendations and the Planning Commission to deny
said amendments.

From Planning Commission Chairman Gary Mizuno dated
March 17, 1989, submitting a bill to change the
district classification of 34,157 square feet of land
from a Double Family Residential - 3,750 square foot
(RD-3.75) to a Village Commercial - 10,000 square foot
(CV-10) zoned district at Kailua-Kona, Waiaha,
North Kona. Informs the Planning Commission also voted
to approve the Special Management Area Use Permit
application.

Comm. 367: STATE PLAN POLICY COUNCIL BIENNIAL REVIEW AND REPORT
FOR 1987-88

Council, dated March 22, 1989, transmitting for
information and review, in accordance with the
provisions of the Hawaii State Planning Act,
Chapter 226, Hawaii Revised Statutes, as amended, the
State Plan Policy Council Biennial Review and Report
for 1987-88.
Res. 45: RIVER BASIN STUDY - DISTRICT OF KAU
Resolves that the Council participate as a sponsor of
the River Basin Study for the Kau district, which will
inventory information available in reports, studies,
etc., to develop a water-budget and to offer
recommendations which will set forth priorities to
provide direction for the implementation of projects.

Comm. 369: APPOINTMENTS - WATER COMMISSION
From Mayor Bernard K. Akana dated April 4, 1989,
submitting for confirmation, the following appointments:
Lani Apodaca, a Republican from Kohala, to fill a
vacancy created by the expired term of
Joseph Mattos. Ms. Apodaca, an active community
leader and self-employed aquatics instructor,
will serve until December 31, 1993.
James W. Higgins, an Independent from Kona, to
fill a vacancy created by the expired term of
Wilton K. Wong. Mr. Higgins, a vice-president
and branch manager for Shearson-Lehman-Hutton,
will serve until December 31, 1993.
