My name is Richard Suganuma. I have been an employee of HCEOC the; past
13 years. I am aware of budgeting problems. ~ ~...a
On 5/14/02 I brought an idea for a way for HCEOC to save money. `~'"i'he first
part of this idea is to give the drivers routes in or close to the ar~~ they
reside. The second part is to have the drivers park the bus at their ~~iome. This
would save fuel costs and wear and tear on the vehicles.
I brought this to the attention of my supervisor Florence Kawaihae.. Her
response was "No, all the vehicles must be parked at the central-office-. In addi-
tion the drivers routes will be changed every 3 months." The drivers have been
learning each others routes for the past 5 years. This explanation, I felt, did
not justify the waste of tax payers money. I then went through the chain of
command to Larry Manliguis who stated "No, you would need to speak to Florence."
I then went to George Yokoyama who stated "It is a good idea, lets go talk to
Larry." Larry said "I'll see what Florence says."
On 5/24/02 the drivers along with Florence and Larry had a meeting in which the
enclosed memo was passed out. This memo stated the exact idea that I proposed.
It stated that 1 vehicle over a 1 year period could save $2,000 in fuel cost
alone not to mention the maintenance of the vehicles. We have at least 6 more
buses that could save money too.
This idea was not accepted because of Florence Kawaihae's judgement to change
the routes every 3 months.
I am bringing this matter to your attention because after going through the
channels at HCEOC this matter is unresolved. I feel their use in Federal, State
and County funds could be more efficient.
I would appreciate your help in looking into this matter. If I can be of any

Executive Director, George Yokoyama, has noticed all of our buses are parked at the
central office parking lot. Because we are looking- for ways to cut budget expenses, he
instructed me to implement changes in our transportation pro#~am, if it would decrease
transportation pr~gram costs. Y discussed the following with Mr. Yokoyama:

George Yokoyama spoke to two drivers and orie driver expressed that he would agree
to park bus at his home, since it would save 40 miles each day or 800 miles each
month. We would realize over $2,000 savings on fuel costs.
• George Yokoyama like to have HCEOC park buses in areas served to save on fuel
costs, so he wants us to survey drivers ~o see if they would agree to park buses at their
homes.
Conclusion: We should park HCEOC buses at drivers' homes, if they agree to, since that
would mean savings on program expenses.
