Comm. 653: AN ORDINANCE AMENDING CHAPTER 19, ARTICLE 11, SECTION 19-90(g), (Bill 228) HAWAII COUNTY CODE 1983 (1995 EDITION) RELATING TO THE MINIMUM TAX (basing any exception to the $100 minimum tax on the values of quali in .properties and/or the owner's ability to may) From Finance Director William Takaba, dated May 15, 2002, transmitting the above bill. On December 19, 2001, the County Council passed Bill 121, Draft 3, which became effective without the Mayor's signature (Ordinance 02-1). Mayor Kim did not sign the bill because he felt that the final draft was not a fair one. It retained the $25 minimum tax for persons in the Homeowners Class and totally disabled veterans. The Mayor believes that to be fair, any exception to the $100 minimum tax should be based on the values of qualifying properties and/or the owner's ability to pay, which was the intention of the first draft of Bill 121, submitted by the Administration. This bill will amend Chapter 19 to carry out the original provisions of Bill 121. STATEMENTS FROM TIIE PUBLIC/AD,TOURNMENT The meeting place is accessible for persons with physical disabilities.
