Your Committee on Finance, to which was referred Communication No. 615, reports as follows:
Communication No. 615, transmitted by Mayor Harry Kim, dated April 29, 2002, nominates
Mr. Reeve (Bob) N. Williams of Council District 1 to the County of I-Iawai`i Board of Ethics.
A 30-year resident of Hawaii, Mr. Reeve (Bob) N. Williams is a retired State of Hawaii high
school counselor. Mr. Williams has served as a fundraising chair for Pahoa High School and has
held various positions with the District and State PTSA. He was an organizer and president of
the Pa`auilo-Kalopa Community Association, a past director of the North Hawaii Community
Hospital and a past member of the Governor's Public Assess Commission. Mr. Williams has
also served with the U.S. Army, Navy and Marine Corps. A member of the Democratic Party, he
will serve a term to end December 31, 2006.
Pursuant to Article XIV, Section 14-5, Hawaii County Charter, there shall be a board of ethics,
consisting of five members who shall be residents of the County, appointed by the mayor with
the approval of the council.
Some Members of Your Committee expressed concerns regarding vacancies on the Board of
Ethics. Mr. Wendell Hatada confirmed that there are two vacancies on the Board of Ethics.
Your Committee on Finance recommends the confirmation of Mr. Reeve (Bob) N. Williams to
the Hawai` i County Board of Ethics to serve a term ending December 31, 2006.
