Your Committee on Finance, to which was referred Communication No. 618, reports as follows:
Communication No. 618, transmitted by Director of Finance William Takaba, dated
May 1, 2002, authorizes the acceptance of a donation from John and Frances Chipser.
John and Frances Chipser has graciously donated $15.00 to the Hawaii County Police
Department, for its HIPAL program.
Pursuant to Article XIII, Section 13-12, Hawaii County Charter, the Council, on behalf of the
County, may accept gifts or donations of personal property.
Also, pursuant to Chapter 2, Article 30, Section 2-162 (c), of the Hawaii County Code, any
donation or gift which does not fall within the capitalization procedures of the department of
finance shall be submitted to the council by letter for its approval.
A letter of appreciation will be sent to John and Frances Chipser, 9160 Aerie Lane, Blaine,
Washington 98230, acknowledging this generous donation.
Your Committee on Finance recommends the acceptance of the $15.00 donation from John and
Frances Chipser for the Police Department's HIPAL program.
