No. 210-02 PLACE: Council Chambers TIME: 10:07 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 210-02, reports as follows: Resolution No. 210-02, transmitted by Director of Finance William Takaba, via Communication No. 621, dated May 1, 2002, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for six (6) refuse trailers. The Department of Environmental Management, Solid Waste Division wishes to enter into afive-year lease contract for six (6) refuse trailers. Several of the current refuse trailers are in excess of 11 years of age, require major replacement parts and maintenance, and have reached the end of their useful life. The Solid Waste Fund does not have the financial resources to purchase the aforementioned equipment and, therefore, requests the authority to enter into a lease agreement for five years. Funds would be budgeted in future fiscal years to cover the anticipated costs. Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year must be approved by resolution. Some members of Your Committee were concerned that the items were not included in next fiscal year's budget. A motion to approve was made and seconded, followed by the eight members in attendance. The final vote, four in favor and four opposed, prompted the Committee Chair to forward this measure to full the Council with a negative recommendation. However, a motion to reconsider was made when Your Committee subsequently learned that funds are budgeted in the next fiscal year budget. Your Committee on Finance is in accord with the purpose and intent of Resolution No. 210-02 and recommends its adoption. smc nvFS VOES .4&F.
