Your Committee on Finance, to which was referred Resolution No. 211-02, reports as follows:
Resolution No. 211-02, transmitted by Director of Finance William Takaba, via Communication
No. 622, dated May 1, 2002, authorizes the payment of funds of a later fiscal year and of more
than one fiscal year for one (1) compactor.
The Department of Environmental Management, Solid Waste Division wishes to enter into a
five-year lease contract for one (1) compactor. The current compactor at the West Hawaii
landfill is nine years old and will require major repairs which will cost more than the original
purchase price of this equipment.
The Solid Waste Fund does not have the financial resources to purchase the aforementioned
equipment and, therefore, requests the authority to enter into a lease agreement for five years.
Funds would be budgeted in future fiscal years to cover the anticipated costs.
Pursuant to Section 10-1 l ,Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by
resolution.
During its discussion, Your Committee learned that funds are budgeted in the future fiscal year
budget.
Larry Capellas, Solid Waste Division Chief, explained that leasing the compactor would save the
County money with the maintenance costs and the down time.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 211-02
and recommends its adoption.
