Your Committee on Finance, to which was referred Resolution No. 214-02, reports as follows:
Resolution No. 214-02, transmitted by Director of Finance William Takaba, via Communication
No. 625, dated May 1, 2002, authorizes the payment of funds of a later fiscal year and of more
than one fiscal year for amulti-year subscription agreement to Westlaw.
Westlaw is necessary for the Office of the Prosecuting Attorney for trial preparation. The Office
of the Prosecuting Attorney wishes to enter into athree-year subscription agreement to Westlaw.
Funds would be budgeted in future fiscal years to cover the anticipated costs.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by
resolution.
During its discussion, Your Committee learned that funds are budgeted in the future fiscal year
budget.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 214-02
and recommends its adoption.
