Your Committee on Human Services and Economic Development, to which was referred Communication
Nos. 522, 522.1, 522.12 and 522.13 reports as follows:
Communication No. 522.13, dated Apri14, 2002, from Nancy Pisicchio, Chair of the Committee on
Human Services and Economic Development (HSEDC), transmitted recommendations of the HSEDC
chair and study team for funding of nonprofit organizations for fiscal year 2002-03. A follow-up
transmittal from HSEDC Chair Nancy Pisicchio, Communication No. 522.29, dated April 11, 2002 and
distributed at the meeting, provided a compilation of proposed nonprofit appropriations showing the
various categories of human services represented by grant applicants, prior year county funding in fiscal
years 2000-01 and 2001-02, and a pie chart reflecting the percentage of proposed appropriations in each
services category.
In response to the annual solicitation issued by the Department of Finance, forty-six (46) grant proposals
were received by the application deadline of January 31, 2002. Via Communication No. 522.1, dated
February 21, 2002 your HSEDC chair transmitted bound copies of the 46 grant applications to Council
members for review.
Following interviews with or site visits to grant applicants on March 11-13, 2002, the Human Services
and Economic Development Committee heard presentations from applicant organizations during special
committee meetings held on March 21, 2002 in Kona and April 1, 2002 in Hilo. Upon completion of this
grant review process, your chair and HSEDC study team assembled the funding recommendations and
narrative overview submitted to council members via Communications No. 522.13 and 522.29.
In formulating its funding recommendations, your chair and study team composed of Legislative
Auditor's Office staff, endeavored to assess the merits and contributions of each applicant, to provide a
continuum of funding to programs addressing longstanding and crucial social needs, to fairly apportion
funds among all nine Council districts, and to give fair consideration to new programs,
In committee discussion, Council member Bobby-Jean Leithead-Todd questioned the rationale of
apportioning equal funding to the two Special Olympics programs, noting that the East Hawaii program
serves more participating youngsters. Council member Julie Jacobson voiced support for modest funding
for the Hilo Community Players' three grant proposals and the grant request from Ka Hale O Na Keiki,
Inc., a Honokaa preschool.
Council member Dominic Yagong moved to amend the funding recommendations to reduce the proposed
appropriations for Hospice of Hilo and the West Hawaii AIDS Foundation by $1,000 each, and apply a
balance of $2,000 to Ka Hale O Na Keiki, Inc. This motion, along with a similar motion to fund Ka Hale
O Na Keiki, Inc. by reducing the proposed funding of the Hawaii County Economic Opportunity Council
transportation program by $2,000, were defeated. Council member Yagong expressed his interest in
proposing an amendment to fund Ka Hale O Na Keiki, Inc. when the proposed nonprofit appropriations
are taken up by the full Council.
Your Committee members are in accord with the intent and purpose of the funding recommendations set
forth in Communication No. 522.13 for inclusion in the Mayor's FY 2002-03 Operating Budget, Draft 2,
and recommends its adoption by the Council and close file of all related communications.
