been-.ail open area; a grassy pen i3a~ic to tide large cat cages. We lead cages bunt for
roosters. '~!e paid for a neznP cesspool. We addee~ benches -for the dogs to dump up on
so we could ciea;~ the kennel fidor g~vith sprayinc-the- dogs. ~11fe installed automat€c
water bovuls -sheet .metal bet«feen the dog;: runs: and we build raised puppy pens aid
-kept the puppies ~n a bed of shredded paper, Nest fiawaii Hurnar~e ~ociet~~ paid fo° all

In the years that Hawaii Tslarrd Humane- Society-has been in charge they have
eliminated rather. tl~ar repa!~ er improve the kennels. In time. everything :Needs
repiaci:ng or repaii'ir~g. The dog.benCbes are gone-as are the automatic ~~latr bowls in
the dog- pens. The raised puppy pens are na mare. and the sheet metal laetweer~ the

eclulpment to the damp ~s jnre;< as remodeled the ::aside of-.the o€fice and e'imin~ted one
bathroom, ill wii:haut the Cou€~ty's permission or-the building department,.

The ~lACA reports value is in verifying the complaints the community had. regarding the
policies and lack of service by Hawaii Island Humane Society. i•#owever, many of lVACA's
suggestions for the operation o€ the animal--control contract are -not appropriate for this
community. So because it was- recommended does not necessarily make it valid.
Common sense needs to prevail.
Please go -back to the report a€'rd review. Policies that H HIS felt were valid.are
unbelievable irresponsible-such as their:policy €~f having a response tirr~e of ~ hours. to
answer vicious dog calls, lose animal complaints where someone was- in danger and
injured animal cads. low could they possibly feel they were following hu€~nane
guidelines and they were- meet€ng tlipir obligation to the animals and tl~e community? I
know this:has occurred because i have taken complaint calls from people ~+vho
experienced this problem and I ~nrent out and picked up the injured dogs ar~d took them
to Cdr. Otar This shows a lack of common sense and I'm embarrassed that any humane
society would feel this was adequate response time. ,~ohnny days also-fait their
response. time was grossly wrong and irtstructe~-them to respond immediately! to these
type of cases. This report is filled with similar instances,
I received a call from a woman who had been at the Waimea shelter and she and her
friends had discussed the terrible condition of the road in front of the shelter and how
terrible, it is, especially when it rains. This -makes it very difficult for one employees as
well as visitors. the asked me if I could help -them get some gravel. I called Carl Simon
and because of his community spirit and generosity a large load of gravel- was
delivered. Why did I do this? because it needed to be done.
Has anything improved since the NACA report? Not really.
Our complaints are not about tl~e employees, but center on the lack of proper
management.
To be honest this island is too big for one agency to handle and the she-hers in fast and
West Hawaii are too far apart to be any help to each other.
