Ail without the County's permission or the building department, The ~lACA reports value is in verifying the complaints the community had. regarding the policies and lack of service by Hawaii Island Humane Society. i•#owever, many of lVACA's suggestions for the operation o€ the animal--control contract are -not appropriate for this community. So because it was- recommended does not necessarily make it valid. Common sense needs to prevail. Please go -back to the report a€'rd review. Policies that H HIS felt were valid.are unbelievable irresponsible-such as their:policy €~f having a response tirr~e of ~ hours. to answer vicious dog calls, lose animal complaints where someone was- in danger and injured animal cads. low could they possibly feel they were following hu€~nane guidelines and they were- meet€ng tlipir obligation to the animals and tl~e community? I know this:has occurred because i have taken complaint calls from people ~+vho experienced this problem and I ~nrent out and picked up the injured dogs ar~d took them to Cdr. Otar This shows a lack of common sense and I'm embarrassed that any humane society would feel this was adequate response time. ,~ohnny days also-fait their response. time was grossly wrong and irtstructe~-them to respond immediately! to these type of cases. This report is filled with similar instances, I received a call from a woman who had been at the Waimea shelter and she and her friends had discussed the terrible condition of the road in front of the shelter and how terrible, it is, especially when it rains. This -makes it very difficult for one employees as well as visitors. the asked me if I could help -them get some gravel. I called Carl Simon and because of his community spirit and generosity a large load of gravel- was delivered. Why did I do this? because it needed to be done. Has anything improved since the NACA report? Not really. Our complaints are not about tl~e employees, but center on the lack of proper management. To be honest this island is too big for one agency to handle and the she-hers in fast and West Hawaii are too far apart to be any help to each other. .«~o ~~~~~Ey s~,t ~~c~l~lty --.~.~..-.--mow- 1 , / 'i~ ~ K(3~#~ ~~IM~ KEA~aU T47~L j D Cris s D s Cots t~ta~ D s Cis ~i~t tO~At ~trey/F~r~l 2$T ~ $'I 9 ~ ~7 '~ab0 S1 1 7T5 2 211 Chi r~r Su rr 112 t 7 S ~ i a ?T l t 19 8 X413 17 i 26 ~ # Tok~t 1~taek~ ~t,3 33 3 42 _ 9b b59~ 5~ 188b ~ 039 Z 821 Reci~ed ~3 S 4 b_ 2 0 8 1~ 1 iAb ~ 1 ~d~Qpt~d SB 0 8 Q ~ i3{) X27 i~°, ~ i' ui'i#~t~! ~S3 2~2 3 f 2#? 1 b8 2 bUdS S~4 33 1 S ~ 8~~ 2, ~da~avb#~ 2 i 27 Q i) 37 17 Q 1~5 11 1 Q2 ~on- 732 2a2 3 ~ T ~ 2 ~s~ s ~ 7 33 y,c T tDt?' ~ 3 2 1 31 ..~...t? 9 T A 1~4 ~1 ~ 5T 0 0~ ct®~~) ~~x 39~' )2x~ 13% ~2~ i~ only? 834 !R?i}~ 29'~b 1Dfi~ rb~ 789b 73`91 8#3~ r$~6 Ha w~+ ~ ~re~. ~c^ ; ~t~ng~~ fVt~r l~s~d ~ 3~ 41 t~#~ Pay ~Itk~-~ ~ ~#~,aa~+C~ _ _ 493 1, i 1 1 7~9 ~~~-h~~rs E € c~~~aes ~ 7 ~ 3~ 5~ M11~57r' _ S 2~ ~ 9D1~ i6,73i$ 3i,t3 r ~~q~ Ei~'#~tTi~ ~ 13 _ 1 1~ - 32 S ®lPd~utt~s~s~ r ~~rf~~a~d _ _.__.T ~ ~ ~ ~ 21 214 Copt 6~#te$/~~~ ~d~~k~s #~ts~ 60 13 21 28 CIt,~Eians #ssd: ACC ~-30 7 ~ o o a~ ~iAS 1 X3.2 L4c~ V8o~t1®~~ _ ~dd D D 1 1 ~ H 7-11 - 11fl4 Crt~#t~t®Anttt~#s 0 _ p 3 T 3 Other ~ _ 0 Q 0 'f ota l ASS Vol~~tt~r 4~0#~3 . - _ -W--- 1,29b ~ , 9 7,230 ~ r ~ ~ c ~ 1 -i ex 0 +s DMtt Z7 • tl J c+~~ge/r,~~~ t ~~1~'L'1-t- Tb n~~C From ~Lt~ V@~°+t~_ _ + Co :Dept. ~ ~t ~ C'o ~ .y C~'~.-, / ~.i2.~.`~~~ d~ 1,~ ~iY~trl, . ~ ~ , ~AV~/~l1 ISL~.~6f~ I~Ul~~~~ St~C~YY ; ,L y.~;~ t. ~orv~r~~.Y ~~EC~r~~ ~crrv~~r ~~~o~r MhWAt1 ILLANQ ~ f-8 ~~Ivl~-11~L ~ ~..1 ~Y 1, 1 ~~9 ~ .111 1~ 3~, 2!t~ Q S~CICi'Y /D~~ ~Q ry KUNA WAIMEA^_ i_._._._ K~AU T07AL DUGS CA'(S OTHEk f2(1CS^ CATS OlIiEK `WGS CA C5 ~ UC4{ER ~ _lK1GS CATS` OINER 1'tTTAI S(lWY/F[:.({AL 1,831 2 V b2 6l~ 9 3,474 3,4C1J 27U~S,y751 ti,iti2 ~ 3"st 12,412 OWNEIiSUI{I{ 3b2 IEl[ ____)~y61 ~ :if, 0 I,~i72 tsG7 K7 1,`315 ,l,UU~t _ 101 "3,101 COTAL tN(AKE T 2,2-13 2,297~~ , 0 662 ~ 4,9S~,Zfif ;i5l~l,6~J4 7,"L40 4S:s~ 15,S7:i KEOEEMEQ ~ u 1'1 0 ~31 U 0 T- 355 36 16 ~ 607 ~ttl I6 blt a[h7F'TEO 38U 3UG 9 34i 26 0 91SI 31:i 7,`,s d37 by5 3-l I,SIti --err-,~:~- 1 SENT TO HHS 23 4 1;.i:; 0 ~ _.r~c.= 't u~~ 4 :!t.~'' 27 4 :`i,:.r. 3l i _ - Et1TlilaNIZEQ I,E,02 i,956 SE 63U 65S 6 4,t28 3,905 2513 6,:Kr0 b,51ti 3°i5 13,231 UTHEIt IK l9 2 0 l 3 4:i 13 23 6:1 33 2t1 12~ ~ A~:'T10N PEElCEN7AGE t'(Y. 139: 13`.o S`Y.. 490 0% 8>0 J90 ~7C.
