Your Committee on Finance, to which was referred Bill No. 182, reports as follows:
Bill No. 182, transmitted by Mayor Harry Kim, via Communication No.534, dated March 1, 2002,
submits the Capital Budget for the County of Hawaii for the fiscal year July 1, 2002 to June 30, 2003.
The 2002-03 Capital Budget and Program consists of 45 projects with a total cost of $62,373,000. The
County's share of the costs is $40,478,000. $7,750,000 will be funded from the State Revolving Fund.
$14,145,000 will be federally funded.
The primary focus of projects included in Bill No. 182 reflects the County's continuing effort to provide
for public health and safety. Several projects also address some of the necessary repairs to existing
County facilities. Several existing or proposed federally funded programs require matching shares from
the County of Hawaii. A re-appropriation of funds totaling $5,863,000 will be necessary for previously
appropriated projects whose funds will lapse on June 30, 2002.
The Capital Budget and Program also includes funding to continue the County's effort to comply with
federal mandates of the Americans with Disabilities Act and the Environmental Protection Agency, and to
make improvements to County highways.
Your Committee originally reviewed the Capital Budget along with departmental program reviews on
March 14, 15, and 18, 2002. Pursuant to Section 10-4, Hawaii County Charter, the County Council also
held public hearings in Hilo on March 18, 2002 and in Kona on March 20, 2002.
Your Committee decided to review the Mayor's amended budget, and, thereupon, propose further
amendments as necessary.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 182 and recommends that
it pass first reading.
