Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 614, reports as follows:
Communication No. 614, dated April 30, 2002, is from Mayor Harry Kim submitting the appointment of
Mr. Michael R. Williams to serve on the Hawaii County Transportation Commission. According to
Communication No. 614, Mr. Williams is a six-year Hawaii resident and owner, President and CEO of
Universe Consultant. Mr. Williams is also a former telecommunications and project manager for Sprint
and served as a teaching assistant at Waianae High School. Mr. Williams states that he is not affiliated
with any political party. If confirmed, he will fill the 5`h District vacancy and serve until December 31,
2004.
During the meeting, both Mr. Wendell Hatada, Executive Assistant, Office of the Mayor, and
Mr. Williams answered questions regarding his nomination. Mr. Williams shared with members that he
applied for the commission because he realized that there was need for more transportation services on
the island, particularly in lower Puna. Mr. Hatada assured the Committee Members that the
Commissioners would receive training and information on procedural matters from the Office of the
Corporation Counsel that would include operation under the Sunshine Law and the need for a quorum at
scheduled meetings. [n addition, Mr. Hatada informed Committee Members that three vacancies remain
on the Transportation Commission. Members of the Committee also expressed their gratitude to
Mr. Williams for his willingness to serve on the Commission.
Your Committee on Public Works and Intergovernmental Relations recommends the approval of the
appointment of Mr. Michael R. Williams to the Hawaii County Transportation Commission.
