Dear Mr. Concilman Gary,
I would like to suggest a way for you to become a hero in
every residential area on this island.
We need a dog law that states, "No dog shall run free. The
animal must be retained by fence or leash at owners home.
During times away from the owners residence, animal will be
on a leash in total control of an adult person."
First offense, $25.00 fine. Second offense, $100.00 and
increased $100.00 each offense thereafter.
Those who plead lack of funds... assigned 100 hours
community service cleaning up roadside trash to be completed
in 90 days.
The Humane Society should enforce this law and retain fines
collected by the courts.
I know you can do this Gary... there is plenty of first hand
evidence, plus, nationwide media reports to support the need.
