Schutte DATE: February 22, 1989 PLACE: Councilroom TIME: 9 a.m. CALL TO ORDER STATEMENTS REFERRALS Comm. 177: CATCHMENT WATER Copy of letter to Dr. Bruce Anderson, Department of Health, from Senator Andrew Levin dated January 8, 1989, informing he has written to Hawaii's Congressional delegates concerning the problem of catchment water and was referred to a Water Loan and Grant Program administered by the Farmers Home Administration. Transmits a copy of a pamphlet entitled Water and Waste Disposal Loans and Grants, which he received from the FHA, who also informed him that assistance would be available anywhere on the Big Island except Hilo. Requests the DOH take the lead in moving forward on a program to help extend waterlines to catchment areas. Comm. 178: From Senator Andrew Levin dated January 8, 1989, transmitting a copy of a report to the 1989 Legislature entitled "An Assessment of Rural Water Catchment Problems", prepared by the Department of Land and Natural Resources, Division of Water and Land Development. Asks if County funds could be provided to solve the water catchment problem. Comm. 179: WATER SYSTEM - KONA COAST VIEW From Kona Coast View Residents Association dated January 30, 1989, apprising of their association's water system situation. From Planning Commission Chairman Gary Mizuno dated February 2, 1989, submitting a bill to change the district classification for 47,680 square feet of land from a Single Family Residential - 10,000 square foot (RS-10) to a General Commercial - 10,000 square foot (CG-10) zoned district at Waiakea, South Hilo. Comm. 206: STATUS REPORT ON THE ALII HIGHWAY PROJECT From Chief Engineer Hugh Y. Ono dated February 10, 1989, informing they are prepared to make a presentation on the status of the Alii Highway project, as requested by the Committee on Planning. Comm. 213: APPOINTMENT TO HAWAII REDEVELOPMENT AGENCY From Mayor Bernard K. Akana dated February 8, 1989, submitting for confirmation, the following appointment to the Hawaii Redevelopment Agency: Baron Nakatani, an Independent from Hilo, to fill the vacancy of Thomas J. Hirano, for a term ending December 31, 1993. Mr. Nakatani is Manager of HonFed Bank. Comm. 219: BILL N0. 14, AMENDING HAWAII COUNTY CODE, CHAPTER 23 (SUBDIVISIONS) BY ADDING AN ARTICLE RELATING TO THE DEDICATION OF SHORELINE ACCESS From Deputy Corporation Counsel Frederick Giannini dated February 10, 1989, addressing concerns regarding Bill 14, which were raised at the Planning Committee's January 11, 1989 meeting. (Bill 681) PUAA 1st, NORTH KONA TMK: 7-5-10:6 (15.4 acres) From Planning Commission Chairman Thomas A. Krieger dated November 4, 1988, submitting a bill to change the district classification for 15.4 acres of land from a Multiple Residential - 3,000 square foot (RM-3) to a Multiple Residential - 2,000 square foot (RM-2) zoned district at Puaa 1st, North Kona. Bill 681: Amends Section 25-89 (Kailua Urban Zone Map), Article 3, (Draft 2) Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification from Multiple Family Residential (RM-3) to Multiple Family Residential (RM-2) at Puaa 1st, North Kona.
