As of the date of this transmittal, each binder contains the following: • Manager's Report and /nstallation Cost Estimate fora Water S~~stem bnprovement District, dated June 4, 2002 (includes Exhibits A-H as detailed in the contents of the report); • Resolution 220-02, A Resolution Proposing the Establishment of a Water System Improvement District for the Kona Coastview and Kona Wonderview Subdivisions, and related communications; and • Bill 223, A Bill for an Ordinance Amending Chapter 12, Hawaii County Code 1983 (1995 Edition), as Amended, Relating to Improvement Districts, and related communications. Pursuant to the Council's consideration of Bill 223 and Resolution No. 220-02 at its June 19, 2002 meeting, it is critical that any member of the public have the opportunity to review this material upon request. Subsequent actions by the Council to schedule a public hearing and enact an improvement district bond ordinance will prompt further public review of this material and forthcoming Council actions. Accordingly, please maintain these binders and all enclosures at the West Hawaii Mayor's Office, Kona Council Office, and Hawaii County Building during regular business hours for public inspection by any interested citizen until further notice from the Legislative Auditor's Office. In the coming months, additional and supplemental documents and testimony will be forwarded to you for enclosure to this "Improvement District" binder.
