Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Dear Mr. Arakaki and Council Members: I am writing to express my support for Resolution No. 220-02, Draft 2 and to urge your favorable action on this critical initiative on behalf of a dedicable water system for the homeowners of Kona Coastview and Kona Wonderview. For well over a year, the Department of Water Supply has worked closely with the County Council staff, Planning Department and the United States Department of Agriculture (USDA) Rural Development Office in Hilo to assemble a completed application for federal loan/grant financing to support this project. That application, contained in the "Manager's Report" requested by Council Resolution No. 270-00, provides a highly affordable financing package to bring the cost of this project within the means of Kona residents who so desperately need a reliable, county- standard water delivery system to serve their subdivisions. I wish to thank DWS Manager Milton Pavao and his staff, the Water Commission, and Ms. Lorraine Shin, Hawaii State Office-Western Pacific Region Director of USDA Rural Development, for their hard work and collaboration in moving this project forward. As Mr. Pavao's report states: "Time is of the essence to pursue the implementation of a dedicable system for these subdivisions in order to ensure the health, safety and welfare of the residents." The Department of Water Supply and the Water Commission have committed to solving the longstanding problem of nonconforming private water systems in these subdivisions.
