Arakaki, Chair ~ and Council Members I-Iawaii County Council' 25 Aupuni Street ` Hilo, Hawaii 96720 Re: Resolution 220-02 Draft 2 Dear Mr. Arakaki and Council Members: This letter provides background relating to key provisions contained in Resolution No. 220-02, Draft 2, a Resolution to Establish a ~1Vater System Improvement District for the Kona Coastview and Kona VVonderview (KCS/KWS) subdivisions. As documented in the DWS "Manager's Report" transmitted to the Council on June 4, 2002, since 1996 the cost of proposed assessments has been the foremost obstacle to the making of an improvement district to finance a water delivery system for the people of KCS/K@VS. In recognition of this problem, the Department of @Vater Supply undertook major efforts to lessen the overall cost of this proposed project and fiarther submitted an application for federal financing to the USDA Rural Development Office in I-Iilo. In furtherance of that application, DVS authorized the expenditure of $18,100 (Job. No. 2001-790) for the preparation of a preliminary engineering report and environmental assessment by Inaba Engineering, Inc. in April, 2002. It should be noted that, if the improvement district initiative proposed in Resolution No. 220-02 fails, this expense borne by DdVS is not reimbursable. More important, however, DVVS encourages the Council to broadly adopt the findings, conclusions and recommendations specified in the Manager's Report (Communication No. 652.1). The report substantially mirrors the findings and cost estimates first submitted to the Council on May 31, 1996. For over six years, DWS has expended considerable time, work and money in preparing plans and specifications for the proposed KCS/KWS water system. Additionally, the preliminary engineering report and environmental report now released for public comment provide additional, detailed analysis and specifications for this project. The Manager's Report furnishes all documents, data and exhibits, ~e preparation of which is a condition to the giving of notaces by the County Clerk as contea~aplatcd in Section 12-28(x)(1) of the I~awai` i County Codc. Da#~ Accordingly, DWS respectfully requests that the Council adopt Resolution 220-02 (Draft 2), set a date fora "combined hearing" to solicit the necessary input and assent of ov~rners, and thereafter proceed to adopt a bond ordinance t® secure- the federal financing to rraake this long- sought improvement district a reality.
