Harold Murata <br /> 75-5870 Kahakai Rd., #207 <br /> Kailua-Kona, HI 96740 <br /> June 20, 2002 <br /> Transportation financing analysis indicates that federal funding for highways will <br /> diminish and additional sources of funds will have to be sought for funding the <br /> needed improvements. Comparative analyses between public financing and <br /> private sector financing should be made before deciding on a feasible <br /> alternative. <br /> My first statement on the GP was on May 29, 2002. My second was on June 19, <br /> 2002. My third one was tonight. Now, I would like summarize all three. <br /> My first statement suggested the addition of guiding principles to apply the 18 <br /> GP elements with balances to realize a vision of harmony among conflicting <br /> desires. Also, my statement suggested the analyses of transportation impacts of <br /> congestion and noise and mitigation of them as a planning function. <br /> My second statement suggested that communities also become involved early <br /> on in the formulation of plans and decision making. Findings of significant of <br /> significant issues from the initial assessments should be disclosed for public <br /> discussion.
