Harold Murata
75-5870 Kahakai Rd., #207
Kailua-Kona, HI 96740
June 20, 2002
Transportation financing analysis indicates that federal funding for highways will
diminish and additional sources of funds will have to be sought for funding the
needed improvements. Comparative analyses between public financing and
private sector financing should be made before deciding on a feasible
alternative.
My first statement on the GP was on May 29, 2002. My second was on June 19,
2002. My third one was tonight. Now, I would like summarize all three.
My first statement suggested the addition of guiding principles to apply the 18
GP elements with balances to realize a vision of harmony among conflicting
desires. Also, my statement suggested the analyses of transportation impacts of
congestion and noise and mitigation of them as a planning function.
My second statement suggested that communities also become involved early
on in the formulation of plans and decision making. Findings of significant of
significant issues from the initial assessments should be disclosed for public
discussion. Participation may involve the mitigation of significant effects arising
from proposed planning actions.
Lastly, my suggestions on the element of Transportation are the management of
traffic congestion and issuance of development permits.

Thank you for allowing me to participate in the County's General Plan revision
process.
REC~ii~i;
rr~e..---•---- - BY---------
Sincerely, County Council ` ~ -
O ru~~~ ~ic~v~ed' ~
}f cwo~aL M ura~a~
Carnet.
