No. 209-02 PLACE: Council Chambers TIME: 10:35 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 209-02, reports as follows: Resolution No. 209-02, transmitted by Council Member Dominic Yagong, via Communication No. 446.2, dated May 2, 2002, authorizes the sale by negotiation of the former Hamakua Sugar Company, Inc. lands now under county ownership in addition to the authorization provided in Resolution No. 161-02. On January 24, 2002, the Council adopted Resolution No. 161-02, which authorized the Finance Director to proceed with the sale of real property by auction or negotiations for a land exchange of certain former Hamakua Sugar Company, Inc. lands now under County ownership (4,417,596 acres) for certain properties under private ownership. Resolution No. 161-02 further proposed that in the short-term and while negotiations for land exchange were occurring, the County wanted to offer two-year pastoral leases on the Hamakua lands with month-to-month options thereafter for the purpose of keeping weeds, grass and other vegetation under control. Since Resolution No. 161-02 was adopted, the Finance Director established a `Land Management Committee,' composed of county personnel with expertise or interest in the County's management of its real property resources, for the purpose of reviewing County land management issues and making recommendations to the Finance Director. In addition to Resolution No. 161-02, Resolution No. 209-02 proposes the sale by negotiation of the former Hamakua Sugar Company's land in order to obtain the highest value and best return potential in view of the circumstances surrounding the properties. Pursuant to Section 2-114(a), Hawaii County Code, real property may be sold or leased through negotiation upon a finding by the council that the public interest demands it. FC REPORT NO. 238 During its discussion, Your Committee learned that the Land Management Committee members were Director of Finance William Takaba, Deputy Director of Finance Nancy Crawford, Planning Director Chris Yuen, Director of Public Works Dennis Lee, Council Member Dominic Yagong, Corporation Counsel Lincoln Ashida, Real Property Value Analyst III Mike McCall, Director of Parks & Recreation Patricia Engelhard, Deputy Managing Director Peter Young, Ronald Ueoka Deputy Chief Engineer, Planning Deputy Director Roy Takemoto, and Property Management Specialist Stanley Iwamoto. The Land Management Committee is recommending that a realtor should conduct the sale of these properties to bring the best value for its land.
