Your Committee on Finance, to which was referred Bill No. 216, reports as follows:
Bill No. 216, transmitted by Director of Finance William Takaba, via Communication No. 627,
dated May 1, 2002, amends Chapter 24, Article Section 24-19 of the Hawaii County Code
(1995 Edition), relating to vehicle registration.
Bill No. 216 establishes a new annual County registration fee and increases related vehicle fees.
The intent of this measure is to generate more revenues to match the cost of services being
provided. The plate and emblem fees were established in 1979 and have never been increased.
Additional fees for transfers, corrections, and duplicate certificates were established in 1982 and
1985, and have not increased.
Some members of Your Committee felt that this proposal should be postponed until the weight
tax proposal from the administration is brought forward since it is part of the vehicle registration
fee. Some members also felt that the timing of this measure was poor, because failure of the bill
to pass would impact next fiscal years program in that approximately $500,000 anticipated fees
have been included in the budget.
Your Committee Chair also expressed concerns over the legality of the bill.
For informational purposes, Mr. Tyler voted "kanalua" then "no".
Your Committee on Finance is in accord with the purpose and intent of Bill No. 216 and
recommends it pass first reading.
